"I am pleased that Judge Heyburn has made a prompt decision in the lawsuits brought by the jockeys. Derby week is an exciting time in Kentucky and the courtroom activity was diverting attention away from the greatest horse race in the world.
I recognize the economic opportunities for jockeys and that an old racing regulation has previously blocked that opportunity. Kentucky is the leader in thoroughbred horse racing and we are working to update our regulations.
In my executive order that created the Kentucky Horse Racing Authority, I directed the members to review all administrative regulations to determine their need and effectiveness. I would request that the Authority work with the jockeys, owners, racing associations and others in a cooperative effort to develop rules to protect the integrity of horse racing in Kentucky while allowing economic opportunity for all parties.
I look forward to continuing to work with the members of the Kentucky Horse Racing Authority as they implement Judge Heyburn's ruling. I created the Authority with the desire to enhance and grow Kentucky's signature industry and I have confidence that this goal will be reached.
