House Bill 116 Receives Final Passage
Frankfort, KY: With the final passage of House Bill 116 yesterday, Governor Ernie Fletcher is poised to deliver on his promise to include a "person-centered” funding component within a modernized Medicaid program.
During the gubernatorial campaign, the Governor wrote to Medicaid advocates that he "supports person-centered funding that empowers individuals to choose where they want to receive their services under Medicaid.”
The letter continued, "Individual choice will move us toward a consumer-driven health care market, which will provide better services at a lower cost.”
Governor Fletcher hailed the passage of HB 116 by stating, "A modernized Medicaid program must empower individuals to take control of their health care. HB 116 is a significant first step in that direction.”
The Governor continued, "My administration will continue to modernize the Medicaid program. By introducing disease management, recipient education, and technological innovations, Kentucky can become the Medicaid model for the nation.”
