
Administrative Services Division: The division is responsible for personnel and all other administrative services for the department. In addition to human resources management, benefits, purchasing and property management, the Fiscal Branch is responsible for accounting, budgeting, mail center operations and telecommunications. Agent Licensing Division: The division responsible for all licensing. The Continuing Education and Examinations are also a part of this division. This division ensures that only knowledgeable and qualified insurance representatives sell insurance products to Kentucky consumers. Commissioner's Office: The Commissioner is responsible for protecting the public through regulation of Kentucky's insurance market by reviewing actions of all licensees for compliance with the insurance laws and regulations of the state, monitoring the financial solvency of insurers, promoting viable insurance markets, and making certain that insurance consumers are treated fairly and equitably. The Commissioner's Office has direct responsibility for executive policy, overall planning and management. Communications Office: Primary contact for media. Additional responsibilities include producing the department newsletter and other publications and working on special projects. Consumer Protection and Education Division: Primary contact for consumers regarding insurance information, complaints and education. The Ombudsman is located in this division. Financial Standards and Examination Division: Ascertains the financial stability and statutory solvency of each insurer holding a Kentucky Certificate of Authority in accordance with Kentucky Insurance Laws and Regulations. Health Insurance Policy and Managed Care Division: Responsible for regulating health insurance policies and rates of licensed health insurers, HMOs, and provider-sponsored networks. It also collects and maintains data relating to health insurance companies and managed care plans and provides oversight of insurer's compliance with enacted patient protections. Information Systems Management Branch: Responsible for the maintenance of the computer network, development of information technology plans, application and web page development, system analysis, mail and database administration, application training and help-desk support. Insurance Fraud Investigation Division: This division is the department's law enforcement agency, empowered to conduct criminal investigations of suspected fraudulent insurance acts. The division also provides investigative and technical assistance to law enforcement agencies and prosecutors. Kentucky Access Division: This Division oversees the operation of the statewide health plan that offers health coverage to Kentuckians with high cost conditions who find it difficult to obtain health insurance in the individual market. Legal Division: Responsible for providing legal services to all divisions of the department, and assists insurers, agents, and consumers in addressing questions regarding Kentucky's insurance code. Life Insurance Division: Regulates insurance companies licensed to market life insurance and other financial service products in Kentucky. Through application of statutory requirements, the division approves or disapproves policies, certificates, and rate filings, and reviews other forms and advertising for the protection of the public. Local Government Premium Tax Unit: Responsible for receiving and reviewing reports from insurance companies on payment of local government premium taxes. Market Conduct: Responsible for monitoring the business practice of insurers to ensure compliance with Kentucky's insurance law. Property and Casualty Division: This Division regulates the property and casualty insurers through review of coverages and marketing practices. This division approves or disapproves approximately 12,000 rate and form filings annually for property and casualty lines of insurance, making certain companies comply with the standards set forth in the Kentucky Insurance Code. The Division is also responsible for no fault rejection, medical malpractice reports, and surplus lines. State Risk and Insurance Services Division: Provides or procures adequate and cost effective insurance to cover state property and liability risk exposures and provides risk mangement and insurance counseling services to state agencies and universities.
