Governor Paul Patton and First Lady Judy Conway Patton, first row lower left, paid their respects with hundreds of others at the memorial service for former Governor Edward T. "Ned" Breathitt on Friday, October 17 in Frankfort.  Governor Breathitt served as governor of Kentucky from 1963 to 1967 and led Kentucky to become the first state in the south to pass comprehensive civil rights legislation in 1964.
