Gov. Paul Patton congratulated Joe Graves Oct. 2 after Graves received the Charles W. Anderson medal at the annual Governor's Equal Employment Opportunity (EEO) Conference in Louisville.  Graves, a former state senator, state representative and Lexington City Council member, was recognized for his years of work promoting civil rights and public accommodation laws.  Presenting the award with Gov. Patton was Kentucky State University President William Turner, at right.  The Anderson medal, the highest award presented at the EEO conference, is named for the first African-American to serve in a state legislature in the South since the Reconstruction era.  Charles W. Anderson was elected to the Kentucky General Assembly in 1936 and served five terms.
