Bickford has been one of the most successful secretaries in the history of the
Natural Resources Cabinet. He provided leadership to one of the most
controversial cabinets in state government. For seven years, he maintained the
respect of the business community and environmentalists, and kept the interest
of the Commonwealth foremost with his honesty, straight forwardness and sense of
fairness. He made a tremendous
contribution to our administration and to the Commonwealth.
He will be sorely missed.”
