Today, after many months of negotiations between the Governor’s Employee
Advisory Council (GEAC) and the Governor’s Management Support Team, Governor
Paul Patton signed a Master Agreement outlining employment issues on which the
GEAC and the Commonwealth will focus in striving to improve state government
employee/employer relations.
In
May of 2001, Governor Patton signed an Executive Order establishing the
Governor’s Employee Advisory Council as a mechanism for classified (merit)
employees to communicate their concerns and positions on a multitude of issues.
Through this process, elections were held whereby employee organizations were
chosen to represent job categories as follows:
Category
A: Clerical, Semi-Technical and Para-Professional International Union; United
Automobile, Aerospace and Agricultural Implement Workers of America (UAW)
Category
C: Labor and Trades; International Brotherhood of Teamsters (IBT)
Category
D: Employment and Social Services; American Federation of State, County, and
Municipal Employees (AFSCME)
Category
E: Health Services; American Federation of State, County, and Municipal
Employees (AFSCME) and Service Employees International Union (SEIU)
Category
F: State Police Officers; Kentucky State Police Professional Association
(KSPPA)
Category
G: Corrections, Parole and Other Law Enforcement; American Federation of State,
County and Municipal Employees (AFSCME)
Now
that the Master has been signed, members of the Governor’s Employee Advisory
Council (GEAC) and respective agency representatives will begin negotiations on
terms and conditions of employment within their category units. The
recommendations made as a result of these negotiations involve issues which are
within the Governor’s authority to decide or recommend to the General Assembly.
